英国の家の価格に関する以下の記事（http://uk.news.yahoo.com/040930/325/f3lyt.html）

House prices rose 0.2 percent in September compared with the month before to stand up 17.8 percent on a year ago, the Nationwide Building Society says.

の文のon a year agoの部分の意味がわかりません。
どういう意味なのでしょうか？ちなみに私のこの文の訳は「九月の家の価格は前月に比べ０．２％上昇し一年前に比べ１７．８％上昇した。」
また、ここでのstand upの意味もいまいちつかめません。
どなたかご回答よろしくお願いいたします。

先月比で0.2%上昇、去年の同時期は17.8%。

stand up on　は、上に立つ、という事なので、去年の同時期より（下降する事なく）上昇し続けているという事になるのでしょうか？少なくとも先月までは、去年17.8%上昇した値までは下がる事が無かったのだと思います。故、先月の0.2%が去年の17.8%の「上に立つ」。

stand up ＝立ち上がる(on)、対抗する(against)
he stood up on top of the ladder.
he stood up to fight for freedom.
he stood up to fight against terrorism.
