とあるTOEICの文章の文型について教えてください

The first thing I'm going to do is pass out an attendance sheet.
「まず私が行うのは、出席票を回すことです」

「The first thing I'm going to do」
が主語と思ったのが、そのあとの「is pass out」が分からなくなりました。

is passed outかと思ったのですが、そのあとsheetという目的語きてるので、
そうするとこのisが宙ぶらりんとなり、文型が取れなくなりました。。。
「be to」構文でpass outがくれば分かるのですが。。toもないですし。。

この文がどういう形なのかアドバイス頂けると嬉しいです

to不定詞の to の略と考えていいです。

「動作・行動」が「何か」と言うときの、「何か」が動詞の場合は toなし不定詞にできます。因みに、このような文は、分裂文（cleft sentence）とされて一種の倒置法です。

ここで受動態にする意味はないです。

3 emphasising verbs: What he did was ...
When we want to emphasise a verb (or an expression beginning with a verb), we have to use a more complicated structure with what... do. Infinitives with and without to are possible.
　What he did was (to) scream.
　What she does is, she writes science fiction in an informal style.
