前後の文脈が不明なので明確な答えになっていないかもしれませんが：

「（Win95などの時のように）発売当日深夜の店頭に大行列ができるような騒ぎにはなっていないが、WindowsXPもすぐに街中のいたるところで見かけるようになるだろう、とマイクロソフト側は確信している」という文意なのではないかと思います。

front of shops a midnight, boosting Microsoft's top line.

Microsoft President and Chief Executive Officer Steve Ballmer
spearheaded an event on London, while cofunder and Chief Software
Architect Bill Gates in New York was scheduled to host the biggest
corporate bash since the Sept. 11 attacks on the United States.

No.3の方の回答が正しいと思います。なるほど、確かにそうですよね。
私の回答はbiggest namesの解釈が間違っていると思います。訂正させてください。

its biggest names は、後にでてくる Ballmer や Gates など、同社の首脳陣のことではないでしょうか？

とすると hit the streets は「街に出かける」でよいと思います (ほかにもっとスマートな言い方はあるかもしれませんが)。

「このソフトウェアの巨大企業は、同社の首脳陣が街に出かけて製品を宣伝してくることを決定した。」と解釈した方が、plugging the product や世界で開催される製品発表パーティについて述べている前後の文となじみがいいように思います。

こんなのはどうでしょうか：

「この巨大ソフトウェア企業は、確信に満ちた口調でこう語る。街中いたるところで、この新製品を宣伝するマイクロソフトのロゴを目にすることになるだろう、と。」

意味はとおりますね。
biggest name　=　マイクロソフトのロゴ
という解釈ですね。

ところで英辞朗にthe biggest names = 超有名人
とあるのを見つけました。
