となるはずです。

いずれにせよ、このthat shareholders would accept the offer と that the Rio Tinto board would change its mind and engage in negotiationsを比較して何を言おうとしているのか分かりません。

　「（合併を拒否している）Rio社の経営陣が心変わりをして交渉を再開してくれる可能性よりも、（Rio社の）株主が自分たちの（合併を求める）申し出を受け入れ（てRio社の経営陣に圧力をかけ）てくれる可能性の方が大きいと思って、そちらに希望を持っている。」

彼は B よりも A が起こると考えていた。

optimistic about somthing ではなく optimistic that.. の場合は上記のようになるでしょう。
可能性は専門家ではないので良くわかりませんが、
彼は少なくともそう考えていたのでしょう。
文脈的にあってると思いますが、どうでしょうか。
