以下の(1)の文のprotestingの部分を(2)to不定詞(3)関係代名詞whoを使って書き換えようと思いますが可能でしょうか？またその場合意味は各々違ったものになるのでしょうか？どうぞご教示ください。

(2)You received calls from several leaders of local unions to protest the hiring of non-union workers.

これでは「~~~に抗議するための」を文頭に置いた
To protest the hiring of non-union workers you received calls from several leaders of local unions.
と読み間違えられる可能性を含んだものになる、、
訳として「〈我々が〉非組合員の雇用に抗議するため、~~~~の~~~~の電話を受けた〉と

、、(全体の文脈からしてその可能性は実際は少ないかも知れませんが)〈決して間違いではありませんが〉



(3)You received calls from several leaders of local unions who protested the hiring of non-union workers.
これは完璧ですね。
