次の英文のaroundの意味を説明してください。

Paradoxically, when in previous times there were fewer people around there were more babies born.
この文でin previous timesの訳は”昔”でいいでしょうか？
又、aroundの意味がわかりません。文の中でどう働いているのか教えてください。よろしくお願いします。

いいと思います。times と複数形になっているので、これは、「時代」という意味です。
when ... there were fewer people around / there were more babies born.
around は副詞で、there are とあいまって、その辺にいる、そばにいる　という意味になります。Is your mother around?
お母さん近くにいる？
のように使います。文の構造は、when 節が副詞節になっていて、主節が there were ... と続くだけです。

と書き換えれば判りやすいのではありませんか？
