If a nation expects to be ignorant and free, in a state of civilization, it expects what never was and never will be.

とはどういう意味なのでしょうか。ご存じの方いらっしゃいましたら教えてください。

「もし国家が文明化の状況において、無知で自由でありたいと願うなら、それはこれまでにあり得なかったこと、そして今後もあり得ないことを期待している。」
という感じでしょうか。

後半部分を直訳すれば、「かつてなかったこと、そしてこれからもないであろうことをを期待している。」という感じかと思います。

There is no safe deposit for these but with the people themselves; nor can they be safe with them without information.
