というのはいかがでしょうか。
overpopulationで人口過剰
最初に、介護は日本では重要な問題である、と言っておいて
それは、～～という理由からである、という言い方をすると分かりやすいと思います。

minisayaさんの作文では、
Japan has the most highest population of elderly people in the world,
とすればいいと思います。


＞The elderly are not pampered to, but encouraged to take care of themselves. （英国のお年寄りは甘やかされず、（自分の面倒を自分で看るようにはげまされ、）自立しているのである）

pampered toのtoが不要だと思います。
あと、自立している、という部分がないので、

The elderly people in England are independent
because they are not pampered but encouraged to take care of themselves.

というのは、どうでしょう。

という風に訳するのはいかがでしょうか。

ここのところを、もうちょっと
To live a lively life for older people ine Japan
という風にすればいいと思います。
人間らしい、というのは「生き生きと」とか「楽しく」というニュアンスなので
lively life と表現してみました。


出来るだけ分かりやすい単語で訳してみました。

本当に日本がお年寄りの人口が一番高いとは思えませんので（人口だけから言っても中国やインドの方が多いのでは？）、「人口の割合が一番高い国の１つ」としてみました。

As Japan has one of the highest proportions of elderly people in the world (/has one of the largest population of elderly people in the world), geriatric care is a serious issue.

「英国のお年寄りは甘やかされず、（自分の面倒を自分で看るようにはげまされ、）自立しているのである」
これもちょっと現実とは違うような気がしますが

The elderly in Britain are not pampered, but encouraged to take care of themselves.
または、
In Britain, the elderly are quite independent. They are encouraged to look after themselves rather than being pampered.
"to"はいりません。

「このように、日本のお年よりが、本当に人間らしい生活をするためには、われわれ１人１人が老人の方々の介護の現実を知り、それを理解しなければならない」
For the elderly in Japan to lead fulfilling lives, we must understand the best way to provide care.

のたのた書いているうちに＃１の方からとてもいい例文が投稿されましたので、私のはほんの参考ほどに。

あまり早く締め切るより複数の回答の中からご自分が正しいと思うものを選んだ方が良いかも知れませんね。アドバイス（訂正？？）された内容の方が原文よりひどい英語ですよ（笑）。

さて、本題ですが、「だから」の意味が抜けているのが問題の原因でしょう。なので、それを含めると、以下のようになります。

"Because Japan has the most elderly population in the world, geriatric care is an important and serious issue."

他は、簡単に例文を作りましたので、ご参考までにどうぞ。

"The elderly are not over-indulged, and are actively encouraged to take care of themselves and hence are much more self-reliant."

"From all of this, it is evident that not only do we need to know the way that geriatric care currently operates in Japan, but that also we need to fully understand the requirements of the elderly in order to provide care that would allow these people to live decent and dignified lives."

これで文句言われたら、自害します（笑）。
