そこの説明によると、

　Nineteen pounds nineteen and six　は　￡19/19/6d　のことで、20ポンドに6ペンス足りない額。また、
　Twenty pounds ought and six　は　 ￡20/0/6d　のことで、20ポンドより6ペンス多い額。

従って、引用された文の意味としては、

　年収が20ポンドで、歳出が19ポンド6ペンスなら、幸せ。でも年収が20ポンドで歳出が20ポンドと6ペンスなら惨めだ。

ということになろうかと思います。

marbleshit さんの回答が出ると知ってたら投稿する必要はなかったはずでしたが、知らずに投稿してしまいました。
また、「年収が20ポンドで、歳出が19ポンド6ペンスなら、幸せ。でも年収が20ポンドで歳出が20ポンドと6ペンスなら惨めだ」 には脱落箇所がありました。
「年収が20ポンドで、歳出が19ポンド19シリング6ペンスなら、幸せ。でも年収が20ポンドで歳出が20ポンドと6ペンスなら惨めだ」 でしょうね。
ほんの僅かな差、違いなんだけど、その僅かな違いが大きいのだ、という意味でしょう。
出典は 『デビッド・コッパーフィールド』 でしたっけね。

年収２０ポンドあるとして、１９ポンド１９シリング６ペンスの支出であれば御の字だ。しかし２０ポンド６ペンスの支出となると、惨めなことになる。
