※”私たちの海外旅行に彼女も誘ってみたらどうかしら”
”無理だと思うわ。　年中仕事で手一杯の人だから”

私の文：
"Shall we tell her to join our overseas travel?"
"I think that she can't because she is busy by work all years."

　　　　ちょっと意味が違います。１は「誘ってみたら」、２は「話そうか」。どちらも通じると思います。

３。　"I don't think she could spare time. she always has a lot of work to do."
４。　　"I think that she can't because she is busy by work all years."

　　　　主動詞が「思う」で補文に否定があるとき、「～無いと思う」から「～と思わない」に換える negative transportation の法則があります。３ではそれが使ってあり、４では使ってありません。ですから３が「練れた」言い方になっています。

　　　でも２と４、立派なものです。

busy by workに違和感があったので調べてみたら下記の表現が正しいようです。
