They claimed that the state of California has no rights to say what kind of vehicles auto makers should sell. George W. Bush, who had close relations with oil companies, was elected president in 2000, and in 2002 the Bush administration sided with auto makers and oil companies in the lawsuit. The Bush administration claimed that such regulations can only be enforced by the U.S. government. As a result, the regulations became ineffective, General Motors stopped their EV1 lease program, and other auto makers stopped developing electric cars.
