否定語で始まる文は倒置しないのですか

羽生善治さんへのインタヴューを扱った英文に関する質問があります。
本文の該当箇所： At times it is difficult to decide which move to make. Not having enough time to think deeply, you don't even know what your next move will be until you place your hand on the piece.
Question: Sometimes Habu does not know what his next move will be. When does he decide?
Answer: Not until he places his hand on the piece.
AnswerのNot until he places his hand on the piece.(駒に手を置くまでわかりません）という答えは、本文からも導き出せるのですが、否定語のNotで始まる文なので、he placesは倒置しなくてもよいのでしょうか。否定語で始まる文は倒置がおこると習ったのですが。

もう一点。

Not until というのは
He doesn't decide until he places ...
という英語で
Not until he places ... とまとめて
Not until he places ... does he decide.
としたものです。

倒置の代わりに強調構文にして
It is not until he places ... that he decides.
としてもいいです。

今回の場合単に
He does NOT decide UNTIL he places ...
を簡略化して答えたと言ってもいいと思います。

until という従属接続詞直後の節、つまり従属節が倒置されるのではありません。

倒置するなら
Not until he places ... does he decide
のように主節部分が倒置されます。

not until SV 部分がまとまって否定部分です。
今回は When 〜?
という問いに対する答えなので、主節部分は省略されています。
