ご質問の箇所は "Cameron led the Remain campaign but lost the the gamble he took when he ..." 　という文章でCamenron が関係代名詞のwhoに置き換わっただけで、butは前後の文を繋ぐ単なる接続詞です。

２段目の文章全体は、『３年前国民投票を呼びかけた時リメイン・キャンペーンをリードしたがその賭けに負けた感情的なキャメロンは１０月までは首相を辞任すると語った。』です。
