お役所文書みたいで、(特に、使用した期間を差し引いた残額を返還する義務、の部分)このまま直訳すると意味不明となりそうです。

この内容を第三者にお伝えしようとするのなら、わかりやすく以下のように訳してみました。
もし、もっと原文にできるだけ忠実に、かつ,わかるようにと仰るなら、連絡ください。再トライしてみます。

前半部はそのままで結構かと思います。

When removing the PV systems, they must return a specified amount. (backは不要:下記WEBSTER辞書参照)
The amount is calculated as follows:
(the subsidies received / 17) x (17.00 - the period of already used)
To be specific, interest will be added.
