そもそも It is necessary that ... というのは、非常に堅苦しい言い方です。
A change is necessary. といえばいいんですから。

It is necessary that he go there at once. なら
He should go there at once. とかね。

だからこういうときは肩の力を抜かず、文法の教科書に載っているとおり、
that there should be a change
か、
that there be a change
といわないと、「あ～あ、やっちゃった、無理して背伸びするから」と思われます。

should を入れるのはイギリス英語です。

もう少しリラックスして、It is necessary that there is a change.
