その声の調子は文の意味にあっていることもあるし、

or in opposition to it
反対のこともある。

「consistent with the sentence's message」と「in opposition to it」が or で結ばれている。


例えば、100点を取ったら、お母さんは「すごいね」と大きな高い声で言ってくれるかもしれない。
0点を取ったら、お母さんは沈んだ力のない声で「すごいね」と言うかもしれない。

失敗をしたら、先輩は怒ったような調子で「ばかだなあ」というかもしれない。
恋人同士なら、明るい声で「ばかだな」と言うかもしれない。

それは文章のメッセージとも合致せず

or in opposition to it.
メッセージと全く異なる訳でもない

which are either consistent with the sentence's message
or (which are) in opposition to it.

consistent with とin opposition to が対になっており、正確に言うと略されているわけではないと思います。
