few は形容詞というより、限定詞ですが、

日本人的には形容詞でいいでしょう。

まあ、文法的にも、他の形容詞と同じで、
冠詞が使われる場面では
冠詞＋ few ＋名詞
という語順になるはずで、
few the ～とはなり得ません。

few of the ～か
few students か
a few students か、
a few of the students か。

some/any/either/neither/each/most
こういう単語も同じです。

例外が all と both で
all the students
all students
all of the students
いずれも可です。
