before the meeting　そのミーティングの前に
the next morning with our General Manager.　その翌日の、部長との　（この二つは the meeting の説明です）
なので、before the meeting the next morning with our General Manager.　は、翌日の部長とのミーティングの前に

多分、これから起こる部長とのミーティングに先駆けて、顔合わせをしておこうという相談でしょう。
