まず、advice は名詞なので、can advice は不文です。

動詞 advise「アドバイスをする」という言葉ですから、
｢誰に」を加えることは出来ても、｢何を=ｱﾄﾞﾊﾞｲｽ」を加えることは出来ません。

My parents are ready to offer what advice they can.
=They are ready to offer any kind of advice they can offer.
adviceは名詞 offer の目的語

My parents are ready to advise you at all cost.
動詞は adviSe で、[人]しか目的語をとりません。
したがって、advise you something [SVOO]は不文なので、
who(m)ever they can advise は言えても、
what they can advise (you) とは言えません。

Ｏffer what they can adviceなら[彼らが助言できることを与える]と訳せますが、
offer what advice they can.はどう訳せばいいのでしょうか？なぜ下のような意訳になるのか理解できません。

My parents are ready to lend an ear and offer what advice they can.
（両親は他人の言うことに耳を傾けて忠告を惜しまない）
