"the best of"の意味と使い方について

Best of luck!
上記文章は、幸運を祈る時に使われる表現で、Good luck!とほぼ同じ意味だと思いますが、goodは形容詞で、その最上級はbestなので、Best luck!であれば理解できるのですが、わざわざofを挿入し、Best of luckと表現しています。
そこで次の２点についてご教示願います。

①"Best luck!"ではなく、"Best of luck!"と表現する意味とニュアンス
②"the best of～"で一塊の表現を観るのですが、どのような場合に使うのか

①＃1さんに同意します。

②あらゆる場合に使えるという印象が私にはありますが、「best of」と聞いて私がまず思い浮ぶのは「ベスト盤」という意味です。つまり、何十曲も発表したミュージシャンが、その中の約40曲に絞って、1枚のアルバムにまとめて発表するものです。

確かに、そのミュージシャンの“いいとこどり”をしたそのアルバム1枚さえ聴けば、そのミュージシャンの全体像がつかめた気にはなります。ですが、多くのミュージシャンがアルバムごとにこだわりのテーマをもって作品を発表し続けている中、ベスト盤は”広く浅いもの”と考えられがちで、作るのを避けるミュージシャンもいます。「I didn't want to make a best-of.」などと言って。

というわけで、「the best of」はどんな名詞にも付けて、「ご多幸」だとか「選りすぐりの」のような意味として使うことができますが、ベスト（最良）が必ずしも好ましいわけではありません。凸凹していたりメリハリがあるからこそ良いものもあります。

So, to put this to an example, if your friend goes on vacation and you wish him the best of luck, you're wishing him the best possible outcome of all the situations he will be presented with along on his path, like choosing the best travel company, deciding properly what things to take, getting a good place to stay at, meeting good people, having a good experience on his journey with everything he comes in contact with.
But, you can wish him the best luck in only a specific thing, like, I wish you the best luck choosing the right travel company.
