ご質問のような文の内容で「何年ぶり」は "since ~ years ago" という言い方はしません。

"for the first time in ~ years" が一番良いと思います。

Australia will reopen its borders to tourists for the first time in two years.　（オーストラリアは旅行者の入国制限を2年ぶりに全解除する）
次のサイトの見出しがまさにこの言い方です。

ご参考までに次のような文であれば since が使えますが、言い方が変わります。

Australia has closed its borders to tourists since two yeas ago. (オーストラリアは２年前から旅行者の入国を認めていない）

It's been two years since Australia closed its borders to tourists. (オーストラリアが旅行者の入国を認めなくなって２年になる。）

これと同じことを別の表現で表すこともできます。

Australia is scheduled to entirely ★lift its two-year-long ban★ on migration control.
