”over”、”into”は前置詞で、”tens of millions of people”の事態を具体化した表現で、別に慣用云々の問題ではありません。形容詞、副詞というのは単語レベルの意義、属性の区分で、"over the edge"、"into food insequrity"は句なので、形容詞、副詞に拘る意味はありません。

文の意味としては” tip tens of millions of people ”という事態の具体化の表現でしかありませんが、” tip”という動詞を修飾するという形式的理解に立てば、副詞的前置詞句ということに過ぎません。

言語は話者の認識の表現で、対象→認識→表現という表現の過程的構造を理解することが重要で、文と語の結果としての現象を形式的に捉えることにはあまり意味がありません。■

笑われるかも知れませんが、ご質問を見てはっと思い出したのが下の英語の童謡です！

Over the river and though the woods to grandmother's house we go！

We go を修飾しているのが、 to grandmother's house　でもあり、Over the river and though the woods でもありますね。

このように、動詞を修飾するものが二つ続くのはよくあることです。
お尋ねの例文の場合は、Over the edge のより具体的な説明がinto food insecurityで、どちらも Tip tens of millions of people がどんな状況に陥らされるのかを、とても説得力のある形容で表現していると思います。

over the edgeとinto food insequrityが並列でtipを修飾している形です。

I came from Japan to this country. で、from Japanとto this country が並列でcameに掛かっているのと同じ形です。
