文法の説明を求めらているので文法の観点から説明すれば、その2番目の that は名詞節を導く接続詞の that で、made の本来の目的語になっていますが長いので it が仮の目的語になっています。

　

さらに指摘すれば said hardware の前には文法上theが必要です。この said は「当該の」の意味で特に契約書など法律文章ではよく使いますが必ず the を付けます。

の構文です。目的語のitが仮目的語でthat節が意味上の目的語となる。なのでthatは接続詞になります。
