「彼女は中学と高校の英語の教師の免許をもっている」は
She has teacher's licenses in English for junior high and high school.
でいいのですか。

普通の口語ならば、

She has an English teacher's qualification at junior and senior high school (level).

書類とかに書くならば、
She gained a qualification to teach English at junior and senior high school level.

She possesses a teaching qualification of English at junior and senior high school level.

などですかね。ちなみに真ん中の文は昔履歴書に自分が書いたものです。

別個のライセンスなら　two licenses for teaching English. One for JHS and the other for HS.
とかですかね。

あと、License to Certificate は意味合いが少し違いますので状況で使い分けたほうが良いかもしれません。

教員免許はa teacher's certificateといいます。

おたずねの文は
She has an English teacher's certificate for junior and senior high school.
または
She has a junior- and senior-high school teacher's certificate for English.
でどうでしょう。
