とりあえず、訳が分からないながらも無謀にもトライしてみました。

rs とrs' に基づいたアルゴリズムは軌道(a,ε,i,ω,Λ)の配列を定義するパラメーターのみを考慮しており、その軌道内の衛星の位置を定義するその他のパラメーター、すなわち時間変数tや、言及時の場面中心時間における平均近点角という直接関連する軌道要素の必要な調整は考慮されていない。

at the reference timeは、「基準時間における」いう意味です。

(a,ε,i,ω,Λ)は、パラメータですので、その他のパラメータ(a,ε,i,ω,Λ)のように書く必要があります。

geometryは、「幾何形状」と訳します。簡単に言うと「外形」のことです。
