付帯状況の用法の現在分詞です。


ご質問２：

だめです。「付帯の状況」が伝わりません。

１．付帯状況とは、その動作（ここではbe associated）が主節の動詞と同時に起こることを示す、「同時性」「共時性」を示す用法です。

２．通常「～しながら」「～して」と後ろから訳されますが、時に、「，」をandに置き換えて、「～。そして…する」と前から訳し下げる場合もあります。

３．ここでは、すぐ前に「突然起こる」とありますから、「～しながら」だと悠長な流れに見えますので、ここは「突然起こり、そして～する」と前から訳し下げた方がいいでしょう。
例：
～, and each period of rapid growth is associated～

例えば、その後のrapidはすぐ前のoccurs suddenlyを受けています。

そのことからも、occurs suddenly「突然起こる」を受けて、「その急激な成長の各段階」と訳し下げた方が適訳になることが判断できます。

４．このbeing associatedの主語はすぐ前のeach period of rapid growthになります。分詞構文では、分詞の主語が主節の主語と異なる場合は、このように分詞の前に異なる主語を明示します。これを独立分詞構文といいます。

５．以上を踏まえてこの部分that節内の訳出は、

「子供の脳の発達はゆっくりではなく突然おこり、その急激な成長の各段階は、特に重要な発達・知的段階と結びつく、というsuggestionsがあった」
となります。

かまいません。むしろ文章ではない用法が多いです。

いわゆる「分詞構文」というやつなので、beingになっています。

beingをisにして分詞構文のところを完全な文にするなら、その文と前の文を結ぶために接続詞を挿入するか、あるいは、2つの文をピリオドかセミコロンで区切ってやる必要があります。

つまり、
There have been suggestions that the growth of the brains of children is not steady,but occurs suddenly,AND each period of rapid growth is associated with a particularly important developmental or intellectual stage.

または

There have been suggestions that the growth of the brains of children is not steady,but occurs suddenly. Each period of rapid growth is associated with a particularly important developmental or intellectual stage.

または

There have been suggestions that the growth of the brains of children is not steady,but occurs suddenly; each period of rapid growth is associated with a particularly important developmental or intellectual stage.

のように言う必要があります。

この文は、...but occurs suddenlyまでが主要な部分で、each period以下は、独立した文にはならない節として付け足してある部分なので、isのかわりにbeingを使っています。

もしis を使いたい場合は、and each period of rapid growth is associated with...、と、文と文をつなぐandなどを使えばできます。
なぜそうしないのかと言えば、suddenlyまでを言いたくて、each以下はそれを補足しているだけだ、ということをハッキリさせるためと言えましょう。よく使われる言い方です。

たとえば、
She stood there, totally motionless.みたいなのと一緒です。
これを、She stood there, and she is totally motionless.だと、いまいちピリッと締まりません。

I went to Hawaii, my main regret being it often rained.
とか。よく使います。

rapid growth にかかる形容詞句で、現在進行形じゃないのですか。

rapid growth taht is to beinng associated の、関係代名詞の省略文だとおもいますが、間違ってたら御免なさい。
