このままでは営業活動を行うことができない。
取り急ぎ、顧客から要求を受けている資料は添付のように修正して提出したい。
修正した内容で提出する許可が欲しい。
明日の朝までに必ず返事が欲しい。

Unless you are able to provide a clear (plan), we are unable to do anything.
As it stands, we are unable to (operate the business).
I would like to amend and submit the (documents) that have been requested from our (client) as shown on the attachment as soon as possible.
I would like permission to submit the amended (documents).
Please reply by tomorrow morning at the very latest.

ただ、文脈がまったく分からないので、適していない言葉を使用している可能性があります。
（）に入っている言葉が特に気になります。例：方針：場合によってはplan, objective, idea、資料：場合によってはdocuments, material, papers etc

We do not get movement unless your policy becomes clear.

In this situation I cannot perform a business activity.
The document which just catches the demand from a customer revises it like attachment and wants to submit it.
I want permission to submit by the contents which I revised.
I want an answer by all means by the morning of tomorrow.
