To put it more formally,it looks to be the case that market-oriented economies are necessary to democratic institutions,though they are certainly not sufficient.And it looks to be the case that state-owned centrally directed economic orders are strictly associated with authoritarian regimes , though authoritarianism defunitely does not require them.We have something very much like a historical experiment , so it would appear,that leaves these conclusions in no great doubt.

あまり上手く訳せませんでした。

歴史的実験とは、旧ソビエトの様な共産主義の崩壊を指しているのではないかと思います。

＜試訳＞
より堅苦しくそれを表現すれば、市場指向型経済が明らかに十分でないとしても、市場指向型経済は民主主義的な制度［機構］にとって必要であるというのが事実である様に思われることです。 そして、権威主義が国営の中央集権的な経済秩序を確かに必要としないとしても、国営の中央集権的な経済秩序が独裁政権と完全に関係していることも事実であるように思われることです。 我々は、大きな疑念を持つことなく、この様な結論を残すまさに歴史的な実験と言って差し支えない事を経験しているのだと思われるのです。

　より正式に言えば、確かに十分ではないが、市場指向型経済は民主的な制度であることが必要であるということになりそうだ。権威主義は間違いなくそうしたものを必要としないが、それは国有集権監督経済統制が、著しく独裁に関連付けられているだからだろう。我々は重要で歴史的な実験のようなことをしているのであるから、そのような結論に至ることは、おそらく間違いないだろう。

考え方として

1)it
2)democratic institutions
3) they, them
4)何を言いたいのか


１）itは質問文の前で述べている事柄全て・・・
社会主義（のみならず一部の資本主義国家でも）権威主義的な政治体制に支配されていたこと。
２）民主的な体制
３）2番の民主的な体制を示す
４）社会主義が権威的な政治体制に支配されていたことを経済的活動の側面から説明しようとしている。

No4さんの回答とほぼ同じですが、私なりに要約すれば、

社会主義が権威主義的な政治体制に支配されていたこと。その事を（経済活動の側面から捉え）正式に言い換えれば
1-　必要条件を満たす民主的な体制が必要であるとまでは言わぬが、（社会主義国家が）市場指向型経済を目指すならば、それに準じる体制が必要になる。
2-　中央集権的に統治された経済活動は権威主義的政治体制と密接に関わりあっている。（故に、脱却しないといけない。）

と言うことの様にみえる。
