they used to be (educated) =過去の習慣的状態／動作を表わす used to be/do。「彼らがかつて教育されていた」＝現在との対比の文脈で使われることが多い。

（１）ローマ兵は数多くの道路を建設した。

皇帝の考えは平時においては兵士の役務として

道路建設は有効であるというものであった。だが兵士はこの見解を鵜呑みにしたわけではない。

鶴橋とシャベルを振り回すために入隊したわけではないと口々に不満を顕わにしたのだった。

（２）巷に喧伝されていることの一つに、日本や西洋で顕著であるのだが、近年の若者の教育程度が、

かつて無い程レベルダウンしているということがある。頓に読み書きのスピードや理解力の低下が

著しいという。
