13）しかし我々の誰一人、ドイツ世論への影響を考え、これを思いきって公然と発言することはありません。

14)そこで我々は全員、彼なりのやり方も併せ、世論に従って統一ドイツを指示します。

23）アデナウアーは何が何でも交渉失敗を避けたかったのです。

24）この為彼は東ドイツでの6月イベントに対する態度を留保しました。（彼はまた西側での避難につながるいかなる要因も、ソビエト連邦に与えたくなかったのです。）

25)それに加えて、実行可能な介入による結果についての不確実性があまりにも大きすぎたのでした。
