答えは、4番です。これは不定詞の形容詞的用法が使われていて、「the first Catholic」にかかる修飾句となります。

expectは to Vの形でしか用いることができません。習ったことがあるかと思うのですが、remember to Vとremember ～ingでやったように、to Vには未来的なニュアンスがあり、～ingには過去的なニュアンスがあります。そして、このexpectの「予想する」するというのは未来的なニュアンスなのでto Vが使われると覚えるとわかりやすいです。ちなみに、succeed in Aで「Aに成功する」と表します。
