go so far as to do は、なぜ as の次が do ではなく to do にしなくてはいけないのですか？

go so far as to say = 極言する はイディオムとして記憶して下さい。

go to say を強めた形です。

I wouldn't go to the extent to say that omputers will replace teachers in the near future.

この文のように、～というぐらいの程度までは行けないーー（直訳調ですが）ーーというのがわかれば、ご質問の文もわかりますね。to sayをsayにはできません。
I wouldn't go so far . . . どのぐらいfar? as to say . . . ぐらいまでfarーー
ということです。
