関係代名詞that とwhat についての質問です

it is not bro be supposed that the fast reader reads everything equally fast.Certainly he may read everything relatively faster than a slow readers,but there are occasions when he reads things slowly.It is this ability to adapt the speed to the requirements of the reading task ( ) is of great importance.
The slow reader cannot do this.

なぜカッコに入る語は that が正しくて what がダメなのでしょうか？教えてください。

実際にはこの that は関係代名詞ではなく、

強調構文の it is ～ that です。

実際、この場合の強調構文の構造は関係代名詞の構造と同じなので、
which にできなくもないので、関係代名詞と考えても結論は同じで what は入りません。

単純には
this ability to adapt the speed to the requirements of the reading task
（to 以下は不定詞の形容詞的用法で ability にかかるので、中心は this ability だけ）
が先行詞として存在し、「もの」という先行詞の意味が含まれた what ではおかしいということになります。

強調構文としては
This ability to adapt the speed to the requirements of the reading task
：主語
is of great importance.：述語以下

というもとの文があって、
主語の部分を強調して、It is と that の間に置き、
その後に、強調する部分でない、残りの部分を続けます。
