と言っています。as～は補語の関係となりますので
The second largest risk is Russia.と言えるのでこれが正しいことになります。

一方、

としてしまうと、
Russia is the second largest risk.
という関係になるので、これだと、列挙された英語と対応しません。つまり、これはよくないということになります。

だから「ロシアはどんなイメージか」をリストにする、というのであれば

list Russia as ～でもいいことにはなります。

結局、as の後が実際リストに書かれているものです。

list A as B はパターンとして

regard A as B「A を B とみなす」的にとらえると
「A を B とリストに載せる」で、
「ロシアを」としたくなります。

こういうのは A is B という内容と考えると、
どちらでもいい、ということになります。

list A as B で regard 的な「みなす、考える」的な意味で比ゆ的に使うこともありますが、
文字通り「リストにする、表に載せる」という意味では、
list の目的語になる A の方は、何か表に順々に載せていく内容の方です。

だから、この表がリスク順である以上、目的語になるのは
１番目のリスク
２番目のリスク
のような、順に並べるべき項目を示す単語であり、
