before はandの意味でしょうか

betweenは 基本between A and B『AとBとの間に』という使い方しかありませんが、ご質問の文を読むと　There is often a compromise to make between collecting one piece of　evidence and another piece of evidence later. という意味にとれます。

したがって　between collecting one piece of evidence before another. を　between collectgion one piece of evidence and another とすると先の意味にはとれないので
before = and　とはならないと思います。
