最後に、武家の統領としての将軍の特権として、彼は思いのままに藩の内政に介入できた。
介入というケースはざらだったが、幕府はこの権利を乱用したとは言えない。それは通常、大名格継承をめぐる藩内のいざこざか、地元の領主たちが解決も制御もできない百姓一揆の勃発によりそうせざるを得なかったからだ。
