The Issue of website

I've been trying to replace one of the old files of my website with the new one. But old file
stays and go nowhere. So the new file can't get in the website. What's wrong? Somebody
help me? I cleared the Cache, but still the new file has not been replaced. Windows 8.1 with internet explorer 11. Thank you.

Even you clear the IE Cash file

and
reload the site with "F5" key on the keyboard , the problem is still continue?

How about with another browser or device (Ex, mobile phone browser)?
If you can see the new file from another device or browser, We can distinguish is it just IE issue ? or file upload issue ;)
