to raise children を真の主語とする、

形式主語の it です。
つい最近も形式主語の it の場合、
it is 形容詞 to 原形が多いけど、それだけ？
という質問がありましたが、今回のように it で
SVO となっても使えます。

子どもを育てることは、多くのお金を要する、多くのお金がかかる。
