この would は過去の習慣、反復的行動を表します。

『～したものだった』のように訳すことがことが多いですが、ご質問の英文の最初の方は『～したものだった』と訳すと不自然な日本語になりますが、意味としては『何度もやった』ということです。

『我々は（何度も）犬の足にロープを巻きつけたが、その度にロープは抜けてしまうのだった』

この英文の出どころは信頼できるの？
その理由。
１．連鎖関係詞「（that）I thought」などの部分がないから。
２．さらに、「あなたがより開発されるべき、または切り捨てられるべきであった部分がありますか」などと訳しても意味不明な英文だから。

次の英文なら可能と思えます。
Are there any parts (that) I thought you should have developed more or cut out?
あなたがさらに開発するはず、または切り捨てるはずであった、とわたしが考えた部品はありますか。
