the USS Fitzgerald を調べたのには違いないのでしょうが、

ここは目的語は the damage です。
「損害、損傷」を調べたのです。

そして、to ～は動詞部分につながるというより、
the damage to ～で「～へのダメージ、～に対するダメージ」
