1locutions後のusingは分詞で目的語は the adjで宜しいでしょうか?
また、it is now more frequent to see a person in or from Japan referred to by using the adjective Japanese. の部分なのですが、itは形式主語としてだと考えるのですがreferred toの修飾関係がいまいち掴めないのでNote以後を意訳を入れて説明して頂ければ幸いです。

using the adjective ... は分詞句で、locutions を修飾、


その分詞句内で、use の目的語が the adjective です。

a person in or from Japan を、referred to by ~が修飾としても同じようなものですが、
see O 分詞で「O が~されるのを見る」と考えればいいでしょう。
(実際にはどちらも同じもので、日本語で考えると2通りの説明が可能になるだけ)

とにかく、person と referred to (by ...) で受身関係が成り立つには違いありません。
refer は他動詞用法もありますが、refer to ~というのが一番よくあるパターンです。

これで群動詞的に、refer to かたまりで受身となって、
be referred to (by ...) となります。

refer to ~でここは「~を指す」(指示語や代名詞などが)
ここは Japanese のことなので「~を表す、意味する」くらいでしょうか。

多くの人が単数形でこの意味(名詞としての Japanese)に使うのを嫌がり、
今では、日本人(日本在住あるいは出身の人)(という意味)は、
形容詞 Japanese を使うことによって表されるのを見る方が普通だ。

意訳は必要ないでしょう。
