これはどういう意味なのですか？
チップの使用容量はNumber of Slicesで良いのかな？

スライスというのは、FPGA内の機能ブロックの最小単位といった感じのものです。

（正確な定義もどっかにあると思いますが）
Number of Slices: 90 out of 3584 2%
だったら、FPGAに3584スライスあるうち90スライスを使用したってことだと思いますが。
