ここまでが A and B という主語
continued：動詞
significant developments：目的語
in the history of the West：修飾句
というところでしょうか。

and の前までは主語の一部 A にしかすぎなかったということです。

「教会の堅固な構造（教会に、西洋に存在した非宗教的政府との構造上の重要な境界を与えた）
と、キリスト教の広がりは西洋の歴史において、意義ある発達を続けた」

organizational edge「構造上のへり、境界」
what secular government there was in the West
は間接疑問文で「どのような非宗教政府が西洋に存在したか」
あるいは関係形容詞で「（少ないながらも）西洋に存在した非西洋政府」
edge over ～とのつながりからすると、後者のように思います。

文が不完全ですね。

名詞のまとまりで終わるという文もあるわけですが、どうもそうではなさそうで、何か抜けているように思うのですが。
