しっかりとこの構造を理解している googoo1956さんに申し上げておきますが，
通常，in what ... was a plot のような場合，what は単に「もの」というより，
plot を表すことになるわけですが，
in what the U.S. has alleged was a lot ... となることにより，
この what は plot 的でなく，「主張したこと」「声明」的な意味が出てくると思います。

私が常々，単なる挿入ではない，と説明しているのはここにあります。
the U.S. has alleged はしっかりと，関係節内で働いており，what が a plot そのものでなく，
allege したこと，内容という意味合いで what を理解することができる。

今回のことで，この構造が完全に理解できました。

was の主語が what, すなわち the thing that の部分だというのは明らかです。

やはり，ネイティブ的にも, the U.S. claims, と挿入的に理解するんですね。
でも，現実的には上で説明したような感覚が働きます。
私の中ではより明確に連鎖関係詞節が理解できました。

とにかく，挿入でもいい，
in what (the U.S. has alleged) was a plot ...
what was a plot ... というつながりです。

普通は say とか think ですが，しょっちゅう，このパターンは質問されています。
The person who I thought was his father turned out to be a stranger.
「私が彼の父親だと思っていた人は実は見知らぬ人だとわかった」
Do what you think is right.
「正しいとあなたが思うことをしなさい」
この構造を理解することが英語の一つのステップです。

もう少し簡単に説明をすると、

He is responsible.
第二文型
この文章を続けたいなら、
He is responsible for (名詞句）
He is responsible that (名詞節）

前者のforは前置詞です。

for what he calls ~
in what the U.S. has ~
forとinは同じ前置詞

in whatが
in the thing which
であるなら
for whichも
for the thing which
となる。

繋げば
responsible for the thing which in the thing which was a plot

私が言いたいのは

in what the U.S. has alleged が
the thing that the U.S. has alleged in
と言う構文でalleged inがイデオムで関係代名詞の前に持ってきたなら、あなたの言うことは一理あるかもしれません。
ですが、 allegeは他動詞で前置詞を伴わない。また、この文章のinはただの名詞と名詞の間を繋ぐ前置詞です。

responsible for something in something と言っているだけ。

最初のsomethingが
what he calls "dangerous and reckless behavior
後のsomethingは
what the U.S. has alleged
となる。

だから
responsible for something in something is と文章は続かない。

the thing which
になりますよね。

responsible for the thing which in the thing which is a plot
もしくは
responsible for the thing that in the thing tha is a plot
が書き換えの文章になります。

どうです？連鎖関係詞というものを本気で理解しませんか？

名前はどうでもいいです。
たいてい、挿入、と説明されています。
私はそれだと完全には理解しきれない、現実にここでも
挿入だと、what の意味する「もの」のとらえ方が微妙なんですね。

そこまでいきなりにとは言いません。挿入でもいいです。

a student ＋ I believe HE is a musical genius.
生徒。私は彼が音楽的天才だと信じる。
をまとめて関係代名詞で表すと、
a student who I believe is a musical genius
「私が音楽的天才だと信じる生徒」

この who は I believe him からきているのでなく、
HE is a musical genius からきている。

一つ誤解があるのは

what ＝ the thing which に書き換えた場合、
主格の which は省略できないということです。

in what the U.S. has alleged was a plot ... で
in the thing which (the U.S. has alleged) was a plot

ここで、the U.S. has alleged をとってしまった段階で、
主格の which は残さないといけません。

which the U.S. has alleged を目的格的にとらえているから、
そのままとっていいとお考えなのでしょう？

だから、これが連鎖関係詞なんです。

a student who I believe is a musical genius
who は I believe に対する目的格じゃなく、is に対する主格。

今回も、
the U.S. has alleged をとった段階で
in the thing which was a plot ...
のように主格 which が残ります。

だから、(I believe)(the U.S. has alleged)とかっこにくくってください。

in the thing which was a plot ...
こうなっているんです。
自分の考えで人の説明を解釈してはいけません。

上記文は意味を分かりやすくするために枝葉の葉の部分（文章の構造上あってもなくても意味はそれほど変わらない句）で訳してみます。

大統領がいみじくも述べた、イラン政府”は危険で卑劣な行為”に責任がある（ことは/が）アメリカ在住のアラビア大使を暗殺する計画であった。

いいですか、that の省略などできませんが、できたとして、
「責任があること」こうすると、that か what かがあいまいなのです。
that のつもりでいて、これは what の訳になっています。

that であれば、「イランに～の行為に責任があるということ」です。
「あるということ」が「たくらみ」ではないのです。

この理屈をわからないとだめです。

それと、in what ... の部分は確かに枝葉です。
was は動詞とは言っても、その枝葉の部分とつながる動詞です。

「彼らは、今ではオハイオと呼ばれているところに移住した」
is は主たる動詞ではないけど、動詞には違いなく、主語は何かと聞かれたら、
これは what となるのです。

こういう意味での主語ですよ。

in what … was a plot で was の主語が what というのはあくまでも関係節内のことです。

「彼らは，今ではオハイオを呼ばれているところに定住した」

こんな英文で，is の主語は，と言われたら，それは what です。
is は文全体の主語ではなく，関係節内での主語。
what という関係代名詞は the thing which と働くので，
前置詞 in とつながるのに加えて，主格 which としても働く。

今回も in とつながるのに加えて，was の主語になる。

thisを主語としているのはWさんと思っていましたよ。私は”That he is resopnsible for this”が主語であると最初から言っています。

＞what ... was a plot は間違いではない。 今回は for what ... となっている以上、 what ... をさらに主語にはできない、ということです。

16番で私が示したことですね。　その理解で正しいです。
