文の構造と和訳

VOAの一節なんですが二行目の,and so characterizing以下が

わかりません。どの部分が主語で訳はどうなりますか？

それより前は「火星に行けるかは問題ではなくなった、いつ行くか

宇宙飛行士をどのようにして守るかが問題だ」というような意味だと思いますが...

火星探査のお話のインタヴューの部分なのですがどなたか教えてください。

the radiation environment in terms of the types of radiation that we observe

and when it’s the worst and when we’d need to take precautionary measures,

骨組みとしては

(I think) characterizing ～ is one of ～.
というふうに，「～を明確化することが，～のうちのひとつである，と思う」

ひとつ厄介なのは，２つの when ～の部分です。
文法的には in terms of とあって，
the types ～
and
when ～
というふうに，in terms of とつながっていると考えるしかないでしょう。

私たちが観察する放射能の種類，
およびいつが最悪で，いつ予防的措置をとる必要があるだろうか，
という観点で，放射能環境を明確化することが，
RAD から学んでいることのひとつである，と思う。

in terms of~の目的語なんですね。

　characterizing は characterize という動詞から派生させた動名詞だと思います。

　「火星に行けるかどうかということが問題であるとは思いません。いつ行けるのかという問題であり、宇宙飛行士を守る最善の方法としてどんな手段があるのか、つまり我々が観測する放射線のタイプという形で被曝環境を明確にし、最悪な時はいつか、予防措置をいつ取ればいいのか、そういうことをRADから知ることが出来るようにしようとしているのだと思います」

　主語は、characterizing the radiation environment in terms of the types of radiation that we observe and when it’s the worst and when we’d need to take precautionary measures　という部分で （長いです）、述語動詞はその後に出ている　is　であるということになります。
