to try the suspected terrorist容疑のかかっているテロリストを審理することを（アメリカに要求する、突きつけることになるだろう）
関係詞(whom)it can build a case againstそのテロリスト達はアメリカが立件できる者たちだ。
述部but let the others go free だがアメリカに他の者たちを釈放することを要求するだろう。
if nobody else takes them,もし誰も他に彼らを連れて行かなければの話だが
