下記の英文に関して：
53.9 Keeping financial records for audit
Every public agency shall keep and maintain every financial record for 5 years from the date when the financial records were created, or received by the public agency, whichever is the later date.

上記の英文に「maintain every financial record」とありますが、その後に「when the financial records were created」とあります。最初の「maintain every financial record」部分の「financial record」が「every」で単数形なので、あとの部分も「when the financial record was created」となるような気がするのですが(または、「maintain all financial records」として、「when the financial records were created」とするべきでは？)、なぜ、そうなっていないのでしょうか？

添付辞書のUsageでeveryがallに近い意味を持つときに、例えば、Nativeは

Every man left; he took his raincoat with him.
「全ての人は去った；彼はレインコート持っていった。」とは言わなく、下記のように置き換える。
Every man left, taking his raincoat with him.
All the men left; they took their raincoats with them.
このニュアンスと同様なことなのであろうと推測します。

例えば、質問のように
＞the date when the financial record was created, or received by the public agency
を解りやすくするために能動態に書き換えると、
the date when the public agency created or received the finacial document, whichever is the later.
となると公的機関が制作した財務書類、もしくは、受け取った財務書類（の二種類で）どちらか早い日付は破棄してかまわないとであろうと不合理な解釈が生まれる可能性がる。とすれば、主文の全ての財務書類は5年間保存しないといけないに繋がらなくなる。また、書類を同一のものとみなせば、遅い日付だけ残せばよいが、公的機関が自分で書類を作成して受け取るも何かおかしな文章になる。

the date when the public agency created or received the finacial documents, whichever is later date
もおかしな文章ではあるが、見方をかえれば、作成したまたは受け取ったに関わらず、いっぱいある書類で5年たっていない日付のものは残しなさい。もしくは賞味期限切れは棄ててよいと、作者が意図している解釈にたどれつけそうな気がします。
