下記の文の「Of these foreign-born children」のofの用途は「～については、...」のような「about」に近い意味で使用されているのでしょうか？

倒置法により基本型から文の一部が入れ替わっていることに注目してください。

原文（倒置形）：Of these foreign-born children, one-sixth are from Europe.

基本型：One-sixth of these foreign-born children are from Europe.

原文にある別のセンテンス、they say thirteen percent of the adopted children in the United States were born in another country.の中にあるthirteen percent of the adopted children in the United States（アメリカの養子の内１３％が・・・）のofと同じofです。問題の次に続くセンテンスでは、「（アメリカに住む養子の内１３％に相当するという）それらの海外生まれの子供の内、1/６が・・・」という点を強調する為に倒置法を使っています。つまり1/6という数字の分母に当たる統計の母体が「アメリカに住む全ての養子」ではなく、前のセンテンスで指摘したばかりの「全米の養子の１３％に当たる海外生まれの里子」であることを間違いなく伝えようとした為の表現です。

これらの外国で産まれた子どもたちのうちの、6分の1がヨーロッパからで・・・・と続きますが、上記の、「子どもたちのうちの」の「うち」に当たるof　ですね。

ofは属する　を表しています。
