He said to us, “I have been busy since last year.” を間接話法に書き換えるとHe told us that he had been busy since the year before. となると思うのですが、 since the year beforeの部分をどのように理解すればよいのか教えてください。

直接話法を間接話法に書き換えると、通例は ago(現在からみた表現）が before（過去からみた表現） となりますね。

（例１）
He said to us, "I saw the movie two days ago."
He tols us that he had seen the movie two days before.

（例２）
He said to us, "I forgot to come yesterday."
→He told us that he had forgotten to come the day before.
または、
→He told us that he had forgotten to come the previous day.

同じように、ご質問の文を間接話法にしますと、

＞He said to us, “I have been busy since last year.”

→He told us that he had been busy since the year before.
または、
→He told us that he had been busy since the previous year.

如何でしょうか？

He said to us, “I have been busy since two year ago.”

はい、書き換えても構いません。しかし、
“I have been busy since two years ago.”
より、
“I have been busy for two years.”
が普通の表現です。

ですから、
He told us that he had been busy since two years before.
より、
He told us that he had been busy for two years.
の方がいいと思います。

御質問のthe year beforeのbeforeは副詞で「前に」「以前に」という意味であり、yearを修飾しています。したがって、the year beforeは「前の年」「去年」という意味です。

last yearは、「現在を基準にして、現在から見て去年」「前の年」という意味です。

the year beforeは、「何かのある時を基準にして、その時から見て去年」「前の年」という意味です。
御質問の文における「何かのあるとき」は、「heが he had been busy since the year before.の旨のことを言った時」、つまり、「heがI have been busy since last year.と言った時」です。

以下、蛇足です。
一般に、副詞または副詞句は名詞を後ろから修飾します。次のようです。
(1)the day after（翌日）
(2)the weather here（当地の気候）
(3)the weather here in LA（当地ロサンゼルスの気候）
(4)the guys up there（（例えば、地上から屋上にいる人を指し示して）上のそこにいる人）

必ずしも、since last year を変える必要はありません。直接話法から間接話法に変えると、いろいろ変わりますが、これは何かの規則で変わると言うことではなくて、ものを見る視点が変化しているだけなので、実態は変わらないのです。

ですから、ご質問の文章がたとえば、昨日、または、先月（８月）、または、半年前（つまり３月）に行われたものであれば、last year は全て２００５年のことですから、last year のままでＯＫです。

しかし、もちろん、ご質問の文章が２０００年のものだとすると、そのときのlast year は１９９９年ですから、last year ではまずいわけです。そのため、その発話が行われた年の前年という意味にしなければならないため、その発話が行われた年から見てと言う意味のtheをつけて、the previous year　とか、the year before とするわけです。
