The Kremlin is well served by a belief that there is no line it will not cross to silence its enemies and that it cannot be stopped.

この英文なのですが、a belief that のthatは同格のthatで、3行目の‘and that it cannot be stopped'のthatもa beliefに対する同格のthatでよろしいのでしょうか？

その通りでしょう。

"it"は"the Kremlin"なので他に考えようがありませんね。
